Mr. Harry Seah
Mr Harry Seah is currently the Director of the Technology and Water
Quality Office for the Public Utilities Board (PUB)* in Singapore. The
Technology Office coordinates the research and development (R&D)
initiatives in PUB, and support PUB’s mission through technology,
innovation, industry partnership, expertise development and
introduction of best practices.
The Technology Office manages R&D projects in partnership with
experts from local and overseas water industry players, academia and
research institutes. These R&D projects cover strategic fields of water
technology including water and wastewater treatment, chemical and
biological water quality, membrane technology, and seawater
desalination. The Technology Office is also responsible for the
management of water quality in PUB.
Mr Harry Seah has extensive operational experience and rich
expertise in membrane technology, especially in areas of water re-use,
wastewater treatment and seawater desalination. He has led the
NEWater Programme in Singapore since 1998. He was the Project
Manager for the NEWater Demonstration Plant which utilises a dual
membrane process comprising microfiltration and reverse osmosis,
and ultraviolet disinfection as a multiple barrier approach in the
reclamation of used water to produce NEWater. He was the Deputy
Director in charge of the implementation of NEWater from 2001 to
2004, when PUB constructed and commissioned three NEWater
Factories (Bedok, Kranji and Seletar NEWater Factories) to supply
NEWater to industries and for indirect potable use in Singapore.
